Inside city limits, a Fort Myers form or permit list applies to each service below.
Impact windows that resist wind-borne debris, each with its product approval. The city’s window worksheet lists every opening with its FL or NOA number and design pressures.
Entry, French, sliding and pivot impact doors with their own product approval. Inside city limits, the city’s permit table marks exterior door work as needing a permit.
Wind-load-approved garage doors for one of the widest openings on a house. Single-family garage door replacement is on the city’s flat-fee over-the-counter permit list.
Roof repair and full replacement from the same team. The city lists re-roofs as over-the-counter permits, and one- and two-family re-roofs need a roof inspection affidavit before the final.
In 1915 the city’s limits reached the north shore of the Caloosahatchee River, and Fort Myers still owns the river bottom between Manuel’s Branch and Billy’s Creek. Four city historic districts, Downtown, Dean Park, Edison Park and Seminole Park, carry their own design rules, and McGregor Boulevard, home to the Edison and Ford winter estates, is a local historic road.
The largest communities inside city limits, by the county’s address data, include Pelican Preserve, Colonial Country Club, Heritage Palms, Paseo and The Plantation. The city’s Coastal High Hazard Area covers all land below the category 1 storm surge line in Lee County’s 2010 storm tide atlas, and its coastal zone follows the river and creeks.

Ian’s surge peaked at 5 to 8 feet above ground up the Caloosahatchee River in Fort Myers in 2022, the National Hurricane Center reports, reversing the river’s flow and flooding city streets. A downtown high-water mark stood 4.4 feet above ground. Impact windows and doors are rated for wind and flying debris, not for holding back flood water.
Inside city limits, the Window/Door/Shutter Worksheet sets 160 mph and accepts a Florida Product Approval or a Miami-Dade NOA for each opening, with no High-Velocity Hurricane Zone rules in Lee County. It notes riverfront property is generally Exposure D, with its own minimum pressures, while Lee County’s own table spans 150 to 170 mph by site.
Inside city limits, the building checklist says that on a one- or two-family home built on or after March 2002, replacing 25% of the total glazing area means the replaced openings need wind-borne debris protection: impact glass, shutters or storm panels. Openings not replaced size for size must show on the plans how they change.
A Fort Myers mailing address is not always inside city limits, so we check each one on the city’s “Am I in the City?” map first.
City of Fort Myers addresses are filed through the EnerGov portal with the city’s Window/Door/Shutter Worksheet, a floor plan marking egress windows, and each opening’s approval number.
In unincorporated areas, Lee County’s Exterior Openings permit in eConnect covers size-for-size work, and each non-impact opening must show new shutters or an existing shutter permit.
In the four city districts, changing a window’s material or style needs historic review, by hearing or by staff. City guidelines prohibit vinyl window and door frames.
Above $5,000, the notice is recorded with the Lee County Clerk. The city needs it before inspections are scheduled; Lee County will not issue a window permit until then.

Your price depends on how many openings you replace, their sizes, and the product series and glass you choose. Each series and glass package is priced on its own, so ask to compare two options at your estimate.
Beyond Fort Myers, our Lee County work covers Cape Coral across the river, Lehigh Acres to the east, and Bonita Springs and Estero to the south, with Naples beyond.
Yes. The city’s permit table marks new and replacement windows, exterior doors, garage doors, shutters and roofs as needing a permit, and its form for the state’s $7,500 exemption excludes doors and windows. In unincorporated Lee County, the county’s own code waives the permit only for replacing under 25% of a home’s glazed area within a 12-month period, and only when all items total $500 or less.
Only addresses inside city limits get a City of Fort Myers permit; Lee County Community Development permits the rest. In Lee County’s address points, about one in three “Fort Myers” addresses falls inside the city, including nearly all of ZIPs 33916 and 33901 and none of 33908 or 33967. The city’s “Am I in the City?” map settles any single address.
Yes, usually with historic review. The city’s guidelines do not address impact glass, but changing window material or style on a contributing house needs a Certificate of Review at a Historic Preservation Commission hearing, while a non-contributing house can get staff approval. Ordinary repair that keeps the design needs no review, and permanent visible shutters need a hearing on both.
Beyond the products themselves, the estimate depends on the installation scope: removing the old units, any repairs found behind old frames, and the permit and HOA steps your property needs. Inside city limits, the city counts windows and doors toward its FEMA 50% rule for flood-zone homes, adding up a 12-month period of work against the building’s market value.
Products are made to measure, so manufacturing takes about 6 to 8 weeks depending on the project scope, and installation averages 1 to 2 days. The whole process takes about 3 months from start to finish, though it can vary. Inside city limits, the code allows that work near homes from 7 a.m. to 7 p.m., Monday to Saturday, but not on Sundays or the six holidays it lists.
Yes. The estimate is free and there is no obligation. Financing may be available for qualified homeowners through independent third-party providers, and terms depend on the program and location. The City of Fort Myers asks owners to make sure the contractor pulls the permit in its own name, and every USA Home Improvement project is permitted.
