What we install in Cape Coral, and how the city permits or reviews each kind of work.
Impact windows that resist wind-borne debris, each with its product approval. Cape Coral’s approval index sheet tags each window type impact or non-impact and shows when its approval expires.
Entry, French, sliding and pivot impact doors with their own product approval. A licensed window and door specialty contractor can file size-for-size swaps, but not new openings.
Wind-load-approved garage doors for one of the widest openings on a house. The city’s FEMA 50% cost worksheet lists garage doors and openers as their own line.
Roof repair and full replacement from the same team. Shingle-to-shingle, shingle-to-metal and tile-to-tile re-roofs are push-button permits with no building review, filed by a roofing contractor or owner-builder.
Cape Coral is laced with more than 400 miles of freshwater and saltwater canals, and its waterways connect to the Caloosahatchee River, the Gulf of Mexico and the Intracoastal Waterway, the city says. It issued 3,578 certificates of occupancy and completion in 2025 and names North Cape Coral as a growth area and South Cape as its community redevelopment district.
Nearly every Cape Coral mailing address sits inside city limits, so the city permits almost all of them. A few pockets near the city edge, such as Royal Tee in ZIP 33991 and part of Hudson Creek in 33993, are unincorporated Lee County, and we confirm the right office for your address before filing.

The National Hurricane Center lists an unofficial 78-knot Charley gust, about 90 mph, at Cape Coral in 2004. Charley made landfall near Cayo Costa, and in 2022 Ian struck nearly the same spot as a larger, slower storm with a far greater surge, the city notes. Impact ratings come from wind-pressure and debris tests; none covers surge or flood water.
The city’s window worksheet highlights its most common case, a roof height under 30 feet at Exposure C, figured at 160 mph unless a Florida-registered design professional’s engineering shows otherwise. Only riverfront property is named as generally Exposure D, which raises the pressures a window must meet. The worksheet says nothing about canal lots.
The city’s July 2025 notice says it now decides the FEMA 50% rule permit by permit, rather than adding up earlier permits, for non-conforming buildings in AE and VE flood zones. Its cost worksheet for that review lists windows and exterior doors, shutters and skylights, so window work on those homes is counted.
Cape Coral’s Development Services Department handles window permits: Permitting Services takes applications, and the Building Division reviews plans and inspects, all through the online portal.
Size-for-size jobs use the Window/Door application in the Citizen Self-Service portal, with a floor plan, the Window/Door/Shutter Worksheet and each product approval for staff review.
New or enlarged openings need a Residential Remodel permit with architectural and structural plans and extra inspections, filed by a general, building or residential contractor; USAHI holds a general contractor license.
When required, the notice is recorded with the Lee County Clerk, copied to the Building Division and posted on site; the city cannot do the first inspection without it.
Inspections are requested only in the portal, by 2 p.m. for the next day, with no weekend inspections. The inspector’s name and phone appear there that morning.

Your price depends on how many openings you replace, their sizes, and the product series and glass you choose. Each series and glass package is priced on its own, so ask to compare two options at your estimate.
Cape Coral Parkway and Veterans Memorial Parkway link the city to U.S. 41 and I-75, and we also serve Fort Myers, Lehigh Acres, Estero, Bonita Springs and Naples.
Yes. The city’s notice on the state’s $7,500 exemption, effective July 1, 2026, says window and door replacements requiring product approvals or structural anchoring compliance generally remain subject to permitting. No exemption is considered for property in a Special Flood Hazard Area, and more than 60% of Cape Coral is in one, the city says.
No. Cape Coral is in Lee County, outside the High-Velocity Hurricane Zone, and its window guideline accepts a Florida Product Approval or a Miami-Dade NOA. Missing or unapproved product approvals are on the city’s own list of common inspection failures, so each approval has to be in the permit before the inspection.
The city’s window forms do not ask for one, but the city’s Miscellaneous permit application warns that other restrictions may sit in the county’s public records, so check your HOA or deed restrictions before ordering. In the few unincorporated pockets, Lee County asks condos and townhouses of three or more units for an association letter.
Beyond the products themselves, the estimate depends on the installation scope: removing the old units, any repairs found behind old frames, and the permit and HOA steps your property needs. In Cape Coral, buildings constructed before 1993 may not have an elevation certificate on file, the city notes, which matters if a job draws flood review.
Products are made to measure, so manufacturing takes about 6 to 8 weeks depending on the project scope, and installation averages 1 to 2 days. The whole process takes about 3 months from start to finish, though it can vary. Cape Coral’s portal blocks out inspection dates that are already full, so an inspection may land later than the day requested.
Yes. The estimate is free and there is no obligation. Financing may be available for qualified homeowners through independent third-party providers, including PACE financing where a local program covers your property. Cape Coral authorizes PACE districts but does not run them, says the programs may not be fully available, and warns that PACE is a lien collected with your property taxes.
