Windows, doors, garage doors and roofs each answer to a different line in the city and county checklists.
Impact windows that resist wind-borne debris, each with its product approval. Inside city limits, a same-size swap files as the city’s “Window / Door (Size for Size Replacement)” permit.
Entry, French, sliding and pivot impact doors with their own product approval. Under Collier County’s permit, each new door’s design pressure must exceed the existing opening’s.
Wind-load-approved garage doors for one of the widest openings on a house. The city’s size-for-size window and door checklist also covers garage door replacement.
Roof repair and full replacement from the same team. In Port Royal, deed restrictions ban metal roofs, and contractors should get the owners association’s approval before permitting.
Naples fronts the Gulf of Mexico, with Naples Bay, the Gordon River, Moorings Bay, Doctors Pass and Gordon Pass named in its code and the Naples Pier at its beach. City code lists Port Royal, Aqualane Shores and Park Shore among its man-made saltwater canal neighborhoods, and Old Naples is a historic district listed in the National Register of Historic Places.
Beyond city limits, most Naples addresses, North Naples and Naples Park among them, sit in unincorporated Collier County, and we work on both sides of the line. After a storm, the city’s Storm Recovery Permitting Guide (May 1, 2026) fast-tracks window, door and roof replacement permits, with a 1 to 3 business day target.

During Wilma in 2005, the Naples Pier station recorded 73-knot sustained winds and an 89-knot gust, about 84 and 102 mph, the National Hurricane Center’s report shows. Ian in 2022 brought maximum flooding of 6 to 9 feet above ground in Naples, and the pier’s tide gauge read 6.18 feet above mean higher high water before it was destroyed.
The High-Velocity Hurricane Zone covers only Broward and Miami-Dade, so Naples is outside it. Collier County’s 2023 wind zone maps put the City of Naples between the 160 and 170 mph lines for houses, and county designs use the highest adjacent line. Inside the city, the checklist asks for each opening’s design wind speed, exposure and zone.
Near the Gulf, projects west of the Coastal Construction Control Line may need prior approval from the state and the city’s Natural Resource Manager. City windows and glass doors within sight of the beach also follow the code’s tinted-glass rule for marine turtles.
A Naples mailing address does not settle which office permits the job, so we confirm by address. Collier County permits Naples addresses outside city limits, with its own paperwork.
Inside the city, we file the size-for-size permit in the Public Portal, with each NOA or Florida approval highlighted in yellow and a design pressure per opening.
Elsewhere, Collier County’s Shutters/Doors/Windows permit takes an index sheet of approval numbers with no copies, plus a table of existing opening pressures that the new products must exceed.
In the city, multi-family window work needs the HOA’s approval letter, with units and floors on the application. Deed restrictions may also call for association approval.
Collier County’s page, citing state law, wants one above $5,000 on homes of up to four units, recorded with the Clerk. City permits need it uploaded before inspections.

Your price depends on how many openings you replace, their sizes, and the product series and glass you choose. Each series and glass package is priced on its own, so ask to compare two options at your estimate.
We take Naples-area jobs inside city limits and at Collier County addresses with a Naples mailing name; Bonita Springs, Fort Myers and Cape Coral have their own pages.
Yes. On its HB 803 page, the City of Naples lists windows, doors and roofing among the items “considered structural”, which cannot use the $7,500 permit exemption. Its permit-free list names window repair, not replacement. In unincorporated Collier County, a window replacement is filed as a Shutters/Doors/Windows permit.
For most Naples addresses, Collier County does: county address data puts about 8% of them inside city limits, where the City of Naples Building Department permits. By parcel, about 98% of 34102 and 78% of 34103 lie in the city, 34104, 34105 and 34112 are mainly county, and the other Naples ZIPs are essentially all county.
Not from a local historic board: Old Naples is a National Register district, and the city code has no local historic board or Certificate of Appropriateness. State review comes in when an owner uses the code’s flood exemption for historic buildings, and the city reprints the federal standards: repair deteriorated features rather than replace them, and match a needed replacement in design, color and texture.
Beyond the products themselves, the estimate depends on the installation scope: removing the old units, any repairs found behind old frames, and the permit and HOA steps your property needs. On a Collier County same-size swap with hidden fasteners, a notarized attachment affidavit stays on site for the inspector.
Products are made to measure, so manufacturing takes about 6 to 8 weeks depending on the project scope, and installation averages 1 to 2 days. The whole process takes about 3 months from start to finish, though it can vary. Inside the city, construction in residential areas runs Monday to Saturday, 7 a.m. to 6 p.m., with no work on six named holidays.
Yes. The estimate is free and there is no obligation. Financing may be available for qualified homeowners through independent third-party providers, and terms depend on the program and location. That free estimate works the same for City of Naples and Collier County addresses.
